The Federal Government has commissioned upgraded transmission substations at Ijora and Apapa Road in Lagos, saying the projects have added 208 megawatts (MW) of bulk transmission capacity to a major commercial corridor.
The government says the upgrades will strengthen electricity supply to areas including Apapa Wharf, Tin Can Island, Ajegunle, Amukoko and Ijora.
But the additional capacity should not be confused with 208MW of new electricity generation.
A substation can only transmit power that is available from generating plants.
Electricity must also pass through the distribution network before it reaches homes and businesses.
The projects therefore address one part of Nigeria's long-running electricity problem rather than the entire supply chain.
What has changed at Ijora and Apapa?
At Ijora, the government says two new 100MVA transformers have increased the substation's capacity from 90MVA to 230MVA.
At Apapa Road, two new 60MVA transformers and modern gas-insulated switchgear have increased the substation's capacity from 60MVA to 180MVA, according to the Transmission Company of Nigeria (ten).
ten said the upgraded Apapa facility will make more bulk power available to emo Electricity Distribution Company (EKEDC) for distribution to customers in Apapa Causeway, Ijora, Amukoko, Ajegunle, Apapa Wharf and Tin Can Island.
The government describes the combined improvement as 208MW.
There is an important technical distinction.
The transformers are rated in MVA, while the government expresses the additional usable capacity in MW.
The figures in the announcement appear to apply a power-factor conversion, so the 208MW figure should be understood as an equivalent capacity figure rather than 208MW of newly generated electricity.
The Apapa upgrade began operating earlier
The commissioning ceremony does not mark the first time the Apapa equipment became operational.
ten announced in April that it had energised the two new 60MVA transformers at the Apapa Road substation.
It said the project increased the station's capacity from 60MVA to 180MVA and was funded by the Japan International Cooperation Agency (JICA).
The facility has a longer history.
The Federal Government says the original Apapa facility was commissioned in 1985.
An earlier JICA study found that parts of the substation's gas-insulated switchgear had deteriorated and had not been used since 2012 because of problems including gas leakage and ageing equipment.
That history helps explain why the upgrade matters.
The project is not simply an expansion of a modern facility.
It also replaces or modernises ageing infrastructure in an area that is strategically important to Lagos's ports, businesses and surrounding communities.
Why the projects matter
Apapa is one of Nigeria's most important commercial and industrial areas.
It hosts major port and logistics activities, while surrounding communities also depend on electricity for businesses, households and public services.
More transmission capacity can reduce pressure on existing equipment and create greater room for electricity to flow into the distribution network.
However, the benefit to consumers will depend on what happens beyond the substations.
The latest data from the Nigerian Electricity Regulatory Commission (NERC) show that Nigeria's electricity problems are not caused by transmission alone.
NERC's first-quarter 2026 figures showed average available generation capacity fell to 4,457.96MW from 5,400.38MW in the previous quarter.
The regulator attributed the decline to factors including gas supply problems, plant maintenance, mechanical faults and lower water levels affecting hydro-power generation.
At the same time, transmission efficiency remains a concern.
NERC reported an average transmission loss factor of 7.96% in the first quarter, above the 7% regulatory benchmark.
The regulator estimated the financial impact of the underperformance at N2.61bn.
This means the Lagos projects could improve the transmission side of the electricity chain, but they cannot by themselves resolve problems with generation, gas supply, distribution networks or the financial health of the electricity market.
ten disputes claims about transmission capacity
The scale of Nigeria's transmission constraints has also become the subject of disagreement within the power sector.
In July, ten rejected claims that thousands of megawatts of available electricity were being stranded mainly because the national grid lacked transmission capacity.
The company cited NERC data showing that average available generation in the first quarter was 4,457.96MW and argued that the bigger problem during the period was the amount of generation available for dispatch.
ten also said the national transmission network had a verified wheeling capacity of 8,700MW.
That position is important when assessing the government's announcement.
The new Lagos substations can remove local bottlenecks and improve network resilience, but improved substation capacity does not necessarily translate into a nationwide increase in electricity available to consumers.
What the minister said
Power Minister Joseph Tegbe linked the projects to the Tinubu administration's wider plans to modernise the electricity sector.
He said the upgrades were part of the government's response to years of transmission constraints and ageing infrastructure.
Tegbe described President Bola Tinubu as showing “fearless commitment to addressing the structural constraints that have held our economy back,” and linked the investment to the administration's ambition of building a one-trillion-dollar economy.
He also praised Lagos State Governor Babajide Sanwo-Olu for supporting the projects.
Tegbe said the ministry would continue to strengthen transmission infrastructure across the country to narrow the gap between electricity generation and the amount of power the network can deliver.
The Federal Ministry of Power's stated mandate includes developing policies and strategies for reliable electricity supply.
The ministry operates under the Electricity Act 2023, which also reshaped electricity regulation by allowing states to establish their own electricity markets while the Federal Government retains responsibility for national-grid and inter-state activities.
Who could benefit?
Businesses and residents connected to the affected distribution network stand to benefit if EKEDC can take up and distribute the additional bulk power.
Industrial and commercial users in Apapa and surrounding areas could gain from improved network capacity and potentially greater reliability.
The projects could also provide additional resilience for critical economic infrastructure around Lagos's port and industrial corridors.
But consumers should not expect the announcement alone to eliminate blackouts.
Whether electricity supply improves at street level will depend on available generation, the condition of distribution infrastructure, demand, faults, maintenance and the ability of DisCos to take and distribute the available power.
Who funded the work?
ten said the Apapa Road project was funded by JICA, while the Ijora project was supported through World Bank financing, with both implemented in partnership with ten.
The agency described the projects as part of wider efforts to modernise Nigeria's transmission network.
It also called for similar grant support for other critical parts of the national transmission system.
The Federal Government has made transmission expansion a recurring part of its power-sector reform agenda.
In April 2026, ten said it had commissioned new transmission connections around the Ihovbor corridor to improve power evacuation from generation sources, including Azura Power and NDPHC plants.
The latest Lagos projects therefore fit into a broader programme rather than representing a standalone intervention.
What happens next?
The key test will be whether the additional capacity produces measurable improvements for electricity users.
ten and the distribution companies will need to demonstrate how much additional power the upgraded substations can actually handle, how reliably they operate and whether consumers in the affected areas experience fewer supply interruptions.
The government will also need to address constraints elsewhere in the electricity chain.
The commissioning of the Ijora and Apapa Road substations is significant because it removes ageing infrastructure from a strategically important part of Lagos's network.
But the ultimate measure of success will not be the capacity rating announced at the ceremony.
It will be whether more reliable electricity reaches homes, businesses, ports and industries that depend on the grid.
